When PAT testing is it necessary to carry out insulation resistance or load/leakage on a Class II (Dummy earth pin) transformer PSU type plugtop? (e.g. phone charger, monitor PSU) Or is just a visual inspection needed?
 
visual only. IR testing L-N would be pointless and could fry the PSU.
 
Most of these plugtops have a plastic earth peg...?
 
No PATester carries out a live to neutral test (should be linked within the tester). The IR test should be carried out to the metal parts of the outgoing plug using the earth bond lead but always check the testers instructions.
 
Yes, it is a fundamental safety aspect of the transformer / electronic power supply that it provides adequate insulation between the 230V input and the ELV / Class III device it powers. Therefore an insulation or leakage test to the ELV output is important. Some non-compliant / fake / firecracker phone chargers and their like have deficient insulation that is a smoke paper away from causing a serious shock or electrocution when someone touches the attached phone.

might that not fry the device, though?
 
very rarely do pat, so i bow to your judgement. problem is, these units usually have a funny socket on the elv side and you can't get a connection with the desparate dan crocs on your MFT.
