I'm a fully qualified 17th edition electrician. I am just wondering if i am able to sign off test certification for private housing. I have checked and it says as long as i am deemed competant but that seems a loose interpretation.

Some local authority's ask for a membership of a competence scheme.

Not entirely sure why this is however I've not had any test sheets returned by any councils building control.

I've passed the 2391, and a HNC also so not sure if the 2391 shows a level of understanding.

Yes, you can sign off your own work on an EIC or MEIWC. If it's for a builder they will probably want you to be a member of a scheme e.g. SELECT, as will the Council if the work is subject to Building Warrant.

Photocopy the front and back of you're grade card and hand that in with the test cert. they should be satisfied with that.

I've found that it varies from council to council. Some are happy with a copy of your grade card whereas others won't accept any certificates other than Select or NICEIC ones.
