Hi i am doing some college home work (which i am fine with) its to do with the sequence of tests and i have been looking in guidance note 3 and in 2.7.4 is the sequence of tests but can i ask who does "f" 'insulation resistance of non conducting walls and floors' i ave never heard of this before when would you do it?

This is a special protective measure of "non conducting Location" that provides fault protection by virtue of there being no conductive paths in the location and all potentially live parts (in the case of a fault) are separated.
In this case you would need to check that the walls, etc. were non conducting and this is when you would perform the described IR testing.

This is not a general means of protection and would be rarely used.

The most common test sequence is:

Continuity of protective conductors, including protective bonding conductors. (dead test)
Continuity of ring conductors. (dead test)
Insulation resistance.(dead test)
Polarity (usually confirmed during continuity test if done by R1+R2 method)(dead test)
Earth fault loop impedance.(live test)
Additonal protection (RCD testing)(live test)
Functional testing.(live test)

There have been a few. But if i can remember 7 items in the correct order, then it isn't difficult. The Schedule of test results is laid out in the correct order almost, just ring continuity and continuity wrong way round. It is still a good prompt to use though.

Cheers………..Howard
