looks like lead, so can easily be cut off . either that or cut the conductors.
 
Make sure the power is isolated if that's a mains voltage connection.
 
It's some type of crimped ferrule that makes a permanent connection.

As above make sure it's not live and cut it off. If you need to make a connection again use a Wago connector or an equivalent.
