why not fit a relay at the fire alarm panel end to do the switching of the C1 + C2 contacts and then use the 70m cable run to switch on the relay ??
Lets find the fault first, relays not needed
The length of pulse is for the duration of the bells sounding, in schools say you wish to have a 4 secound bell for class change, then using a normal digi timer will only switch at 1 minute intervals, so a normal timer will give you a 1 minute bell ring. Using pulse timer you can set out contacts for 1 sec interval...so setting for 4 seconds gives the required bell duration.
