Golden rule in life is never mess with the incomming cable no matter how new it looks, probably a tncs here which is lucky for him that its a new cable and kept most of its structural integrity, the burns he got was most likely the hot vapourised metal been blown out, i wouldn't even contemplate so much as nudging that cable now cos if its still live it could blow out molten and vapourised metal again.....DNO!!!!! ASAP.
Has DNO been called or is this cable gonna sit there overnight?

To help prevent this kind of accident before doing any works round a power installation PLEASE use a cable avoidance tool such as Cable Avoidance Tool - Radiodetection - Cable & Pipe Locators - Cable Avoidance
Yes you skipped too much he was trying to dig around dno cable so he could get it closer to wall .... all blame on the labourerskiped through the thread,, laughted at some posts,, but seriously, hope his ok... was there any indication of a cable being in that position??? if not then I think the DNO should put their hands in their pockets..
