does anyone know where stocks it?

everywhere im going, whsmiths, waterstones... all say they can get it but in 3-4weeks, i need one for monday!

or is there a downloadable version i could get hold of?

You can get it for free online, plus the memorandum. They're supplied free by the goverment. Just do a google search for Electricity at Work Regulations 1989 and do the same for the memorandum,

Also, for future reference, all statutory instruments, like Health and Safety at Work Act, PUWER, PPE and all the other ones (there are many) are available to download and print for free.
