Just to play devils advocate here; if the property is for private rent then you could argue it's commercial and be more stringent on the coding (C2 lack of RCD on commercial whereas it may only attract a C3 on an home that is owned instead of rented - based on being more lax with electrical safety C's having the obligation on the PRS side of things. (You could FI and find out what limitations the LL places on the client (no drilling, no changing fixtures etc) as that could be a factor in your coding judgement
