I was once feeling suicidal and touched something like the O.P posted with a metal tree pruner. got a real bad shock and my hand went numb for about 5 minutes. the floor was wet aswell because it was raining whch probably did not help but i suppose i was better on wet grass than a metal surface as it could of been worse. i had no injuries luckily.

I'm not 100% sure mate but I think that's what goes on in those kind of places, I've never been to one of those bars where the women get their bits out while dancing around provocatively in their underwear.
