Andytucker, what qualifications do you hold? I'm considered to be a Electrical Trainee, due to the way I entered the trade but from your responses I'm wondering if you have any clue about electrical installation and testing.
After reading this thread no wonder time served sparks have such a bad opinion of people like me

The guy came here looking for help is there any need for all the sarcasm? I don't think "best call an electrician" is very constructive response tbh. He's doing it in his own house and has said he's not working as an electrician so I don't see what everyones problem is.

Im clearly missing something, I don't see where the joke is. Just seems he's being hounded for asking for advice.
Read the OP mate it certainly aint no joke. The way he was carrying on he must have been on a wind-up as he even repeatedly contradicted himself.
 
The thing that causes low IR readings is a low insulation resistance fault.

Split the circuit up and use your mega tester to localize.
