I’m probably being really stupid here but what is going on here .

It's difficult to know exactly without taking a peek in the service head, but it looks like a now unused timeswitch which would have provided a timed off-peak supply for heating.
 
Could you take a photo looking upwards so we can see where the red and black cables go please especially with regards to the three black 'matchboxes'? And also one of the consumer unit with the plastic lid over the circuit breakers opened so we can see what circuits there are.

How do you heat your home and water?

What tariff does your latest electricity bill use?
 
This is from a client who wanted a quote for an outside light. Wanted to see if RCD protected. I can have a proper look when I am there on Wednesday
Not sure unmounting CU will be a quick job, to then take board off. Assuming at least one live and neutral go to CU
 
Sorry in case I'm missing some important point.... but, there's clearly an RCD protected board, even with spare ways available if you wanted a dedicated circuit.... so why are you asking about meters and time clocks??
 
That looks incredible dodgy to me!

The service head feeds both meters the one on the left looks like it is no longer connected to a cu, probably a E7 or similar. The one on the right is connected to the cu above.
No problem with any of that

However, the incoming line to the lh meter (i.e. from the head) is also connected to the outgoing from the meter on the rhs, so the meter is likely not metering correctly!

Big underpayments look to have been made!

Need clearer photos to be sure.

What is coming from neutral of lh meter to some device that clamps live tail from rh meter?
 
The device on the left is a radio teleswitch, not a meter. The meter on the right is a dual tariff meter for peak and off peak metering. The teleswitch is operated by a daily radio broadcast signal, switching on its internal contactor to liven up the off peak fuse box (which appears to have been removed).
The clamp on the live from the meter is probably just for a power usage monitoring device.

Yes, I was thinking much the same, hence was asking here. But it may be don’t ask situation and just work from CU onwards

I think the left, timeclock meter, is powered from the, right, peak meter.

The feed through the timeclock meter is direct from the head but, in order to charge you for the pennies of running cost, there is a supply to the timeclock meter contactor coil taken from the off peak meter.
