LED downlights and Off peak ripple

As title suggests, how to correct off peak ripple effect on LED Downlights with Dimmers. I heard filters don't exactly work .
Dimmers are Clipsal downlights are domus brand..
Also heard replacing Meter to a smart meter solves this issue
