Have a double socket on one side of wall which needs to be on opposite wall 6m away. Can I swap out twin socket for a junction box/blank and then run twin an earth via trunking on top of skirting to new socket location?

You could, but it is not a very good way of doing things. Also if it is a twin socket (or more than one single socket) you would have to extend both cables from the original location to the new one(s), as a simple spur would need a 13A FCU to limit the max load.

To be honest if you are routing round skirting just for a pair of sockets you might as well leave the existing one there and just make up a long extension lead with 1.5mm flex.
