when i submit a test cert to building control via niceic they charge me £1.50 to submit then they charge me £1.50 for insurance. Why are they tcharging me for insurance?

Because the NIC make you pay for supplying insurance on the job for compliance with bs7671.

However, some of the other schemes dont for eg Elecsa.
 
i have public liability and as part of the niceic i have to offer a 1 year warranty, what is this insuring against?

Against your work complying with the regs.

All the schemes have to offer it, but most deal with it by giving members flyers to hand out to clients.

The client can then make their own mind up.
