I was installing a new control panel in a pumping station kiosk the other day. Sometimes I am required to `enter` the DNO supply to insert the earth cable on what is normally a TNCS system. To my surprise the supply was a single core with the armourings supplying the system earth but no neutral. Not sure what to think of this? Pretty sure this works fine in electrical theory but...

It will be concentric cable, associated with TNCS/ PME earthing.
 
The other type you may come across is split concentric, where you have the single core and two layers of conductor one normally unsleeved and the other sleeved over each conductor.
 
I would of thought you should firstly inform the DNO that you wish to use their earthing arrangement.
Also, you shouldn't be connecting directly to the DNO equipment.
