First time I've come across it, it was on the supply side DNO just disappeared up metal conduit pipe in a block of old flats 1960's ish don't know where it went, it also had a braded earth on the metal pipe like a TNS system. it was defiantly earthed through the distributors facilities. It's fairly common on very old installations that haven't been updated, loads of black cables connected to earth rods near where I am located.
