Hello - a light switch in my communal hallway has died and the rose is in need of replacement too. I have permission from the freeholder to do said works however was wondering if I need a qualified electrician (NICEIC) to do said works or can I do it myself - I've done many such jobs before and am confident in my ability.

If it’s like for like replacement, then it doesn’t need certification..... in your own home.

However, the freeholders insurance covering the communal area may say otherwise.
What’s stopping the freeholder getting an electrician in that can certify?
You’ll be paying a management fee to cover repairs like this?

As above, if you do said works and anything was to happen like you fall and get badly injured or even electrocuted do you think the freeholder is going to admit he gave permission as it is likely to void his insurance and you won't have a leg to stand on for any claims.
Let the freeholder bring in a professional and pay for the service, even if it is a simple swap you will not have the equipment to ensure the existing complies thus you cannot say it is safe, as part of our routine we would verify this with test equipment.
 
If the property owner gives you permission to do the work, you are free to proceed with the work.
you are not specifically breaking a law by doing so.

If the worst happened, Fire, injury, loss of life, loss of income etc.
providing that you have given no indication to them of your competence or qualifications a court may decide that the majority of the liability falls on the owner.

personally, even though I am a fully qualified electrician, I would not do it for the following reasons.
  1. I am not in a "part p scheme" and the installation is part of a domestic installation.
  2. my liability insurance would not cover me for the damages if the building burnt down etc.
  3. just because my insurance wouldn't pay the bill, it would not stop the damaged parties from claiming against me.
  4. Bottom Line, I could end up bankrupt and possibly Jailed if someone could put the onus of responsibility on me.
Why on earth would I do a "simple fix" for nothing or a "beer" when the risk is so high.

Get the management company to fix it!!
