Does a wire attaching to a screw terminal on a standard receptacle outlet go over or under the little brass movable plate, please? Thanks

and if you have 2 wires in a terminal, 1 on each side of the screw.
 
Good to know. Is there a technical name for the movable washer type plate under the terminal screw? Have they always been part of electric receptacles? Thanks, kit

No the old style has only one way to terminate and that was wrap the wire around the screw
