well an uninsulated standard connector block can surely be seen as a live part plus the fact they are NOT maintenance free?

The standard connector block (chock block) has moulded insulation and all conduit boxes should be earthed (metal) or be insulated (PVC), have screw down lids and be accessible for maintenance. No problem. The twist on porcelain type are non-compliant AFAIK
