Do these types of switches exist?

Went to see an friend who is had some electrical work done and he had a 2 gang back box fitted with 4 swicthes but only two are operational. After happily having my electrical work done you now appreciate electrics more.

One switch operates as a two way switch and the other operates the outdoor lights. He said there doesnt exist a 2 switch that fits into a 2 gang box so had to fit a 4 swicth face plate.

And he had a similar fitting elswhere - a 4 way switch but only 3 are operational again into a 2gang back box.

If he doesn't mind push-button type switches (same as rotary dimmer knob, but just a push switch), Varilight do a double plate with two holes, which can be fitted with two push switches:
