Is this 2357 illegal because it will not accept mature students?

Im 40, been in the electrical trade for 22 years.
Starting out as storeman working my way up to asst manager then sales rep for a national well known wholesaler.
For the last 10 years been working at a local electrical contractors managing/running the office. Mainly doing the estimating and buying. Just flew the 17th 2382 exam recently as i wanted to know more about the electrical side of things. A thirst for knowledge if you will.

Now in order for me to gain 2391, 2372 etc as i wish to gain these for the qualifications, i must start at the bottom. No problem as i am willing to do all this and take several years in doing so. I have the backing of my contracting firm.

The snag is, this 2357 states it will not take mature students.... period. As SumitSkills say there are too many partial qualified sparks.
I do not for one, wish to proceed to become a spark on the tools, only to gain the knowledge. So i am stopped in my tracks before i can start.

I have written to C&G and Summit Skills to no avail. So i come on here to seek your views?
I think im shafted if i wish to further myself purely because of 'ageism' by SS.
