if they were just fitted as a temporary measure so as the customer had lights for his convenience, stress to elecsa that they were temporary. as i understand from your OIP, the job was to be done in stages. if you had done the first stage and then the customer had either not paid in accordance with your agreement,or asked for extra work without extra cost, then you had every right not to carry on.
 
i couldnt see a problem with feeding stairs lights off the em circuit, as regs state that em light should take its supply from local lighting circuit and my addtion to was no differant it is now a lighting circuit with em lights taken from it.

as for the porch light what can be classed as internal/external? because it was covered by a water tight roof and had 4x fixed walls with open door way i classed it a internal.

as for the exposed live conductors(old connector blocks they are fed from a 2nd existing cu that i had nothing to do with.
