Do other countries test and certify the same as us.

In Spain we do the same sort of tests but only record 1 or 2 of the results , thats domestic. On new commercial an architect does the project (say its a bar/Restaurant 1000€) then someone (3rd third party government type ) comes and does the tests (about 250€) then you (the spark) get the cert from the inspector with the readings on you then sign as the installer

Very few!! Those that do, DON'T have 17 day/electrical trainee's either, and probably never will!!

Some countries like the States actually do very little testing on domestic properties, maybe a global IR and an earth rod test, which is normally conducted by the local a NEC electrical inspectors office opperative...
 
All new installations and all installations that are altered or modified require testing and certification in South Africa. All properties that are sold also need a compliance certificate as part of the paperwork to allow the sale to be legally completed. PAT testing and periodic installation testing is optional, those sorts of tests would be down to insurance requirements or company policy if it's commercial/industrial.
 
Worked in the old USSR for a long time they never tested anything, stick it in, connect it up, bang on the mcb and hope for the best, when I showed them an insulation tester ( before MFTs ) the Ruskie sparks just laughed at me.
 
In New Zealand there are just three boxes to tick on the certificate.
IR, polarity and earth electrode resistance from memory. "As long as she's on an RCD, she'll be alright!".
None of this writing down the details of every circuit business but I do prefer the UK method though as it helps you find a lot more hidden dodgy issues. Although as stated before, there are no 5wws there so you rarely stumble across things that are too dangerous.

I only finished my apprenticeship a couple of months before I left so only ever filled out a couple of certs after qualifying and been here 4 years now so pretty hard to remember as they weren't really ingrained into me back then after only filling out a handful
