Just a thought, I worked for a long time as a spark and AV engineer in the entertainment industry and some of the dimmers for LED stage lighting in that sector that I came across had fully isolated outputs. I haven't come across that in a domestic install personally though, but could it be????
 
depends what part of the cycle you are testing.
some dimmers are leading edge and some are trailing edge.
have you tried testing RCD on both positive and negative cycles?
most hager RCBO will trip within 1 cycle (20ms) regardless of testing at 0deg or 180deg.
 
Wait, are you connecting your RCD test meter to the output side of the dimmer? I'm surprised the meter isn't complaining about the rough supply.
 
Are you testing it as an AC setting on MFT, as an A-type test, some testers do not have a variable test current to test correctly?
What tester are you using? Is any DC earth leakage present which may influence the result?
