I am still training and have a question regarding Insulation resistance test.

My question is when doing the test between live and earth at the consumer unit, what happens to the circuit breakers? On or OFF?

Your question has been answered, but if you are serious about a career in this industry, then by all means keep asking, but you need to invest in your future as well. Get on Amazon, and buy yourself the IET Guidance note 3. This is the testing bible, and covers in depth with explanation and illustration all you will ever need to know, and all for the price of 3 or 4 ****mags.

The best way of doing the test is to disconnect L and E from the CU!

The cpc has to be connected to the means of earthing for the test. Also if conducting the test on a circuit by circuit basis then you must consider the effect of the resistances in parallel.
