RCD not tripping on test

I am doing complete installation test on domestic house, working off two dual RCD distribution boards. There are socket rings as well as other circuits connected on DB1 and everything seems to be testing ok.

on DB2 I have the following circuits on one RCD,
Utility Ring, Downstairs sockets, Kitchen appliance, Lights kitchen, lights stairs.

the ring sockets are not tripping the RCD. Here are their details,

sorry, forgot to mention I did that, also changed swapped RCD's from DB1 for peace of mind. RCD is fine.

Did you disconnect all circuits or just switch the MCBs off?

Did you swap both RCDs over? Or just the one that wouldn't trip onto the other side?

Have you tried testing with all the circuits connected?

I swapped the RCD that was not tripping with the one from DB1

I swapped the RCD that was not tripping with the one from DB1 that I knew was, I then retested socket circuits form DB1 and they tripped the RCD fine

then the RCD from DB1 wont trip on DB2 same like the original, hope that makes sense

How are DB1 & DB2 configured, as in is DB2 fed by an MCB from DB1?

Sounds like a duff RCD to me then, unless I am reading it wrong.

No, DB1 and DB2 are fed from henley block, fed from meter

Have you got the figures for each RCD - x1/2 times, etc and ramp

well the results from original RCD on DB1,

utility ring
times 1 - 27.2 ms
times 5 - 8.18 ms

downstairs sockets
times 1 - 27.4 ms
times 5 - 7.98

I didnt record the results after i swapped RCD, just that it did trip on test
