yes ,but there are a number of things to look at for a quick guide have a look at the building regs

even the natural lux levels can be taken into account
lighting design specialists can talk about this for hours ,days even

if you use a big wholesalers, they tend to give out free info. We had one job once where their special department gave us lux levels etc for floodlighting on a football pitch
 
I think it will depend on what the office is to be mainly used for, such as IT work or basic paper handling etc. This will have an effect on recommended lighting levels.
