if the conduit is used as cpc, then the fly lead is to earth any accessory attached to the box. if there is a separate cpc conductor within the conduit,connected to the accessory, then no need for a fly lead.
 
so, no need for fly leads. what purpose would they serve?
 
to provide each lenght of conduit an continuous earth, for when/if the joints become rusty

There is no requirement for this, telectrix hit the nail on the head in post #2, if there's a CPC in addition to the conduit then there is no need for a fly-lead.
