have used one of these myself before now, seller still has them by looks of it. does the job, other option is buy one of the bg single sockets for outdoors and swap the 1 gang socket out for a 3 way switch, albeit the user has to open the cover to use or get one with the membrane on.

Just checked and Bg do a empty single socket enclosure that will take a 3 gang 2 way switch. they are about a tenner each and the switch is your usual choice of make

Yes

I'm sure you can get an IP66 switch which appears to be a normal domestic white switch behind a protective screen... could alter one of those to take a 3 gang.. .but might be tricky pressing only the centre switch
