That is in theory the right answer, but may well need quite a bit of fiddling - the new Wylex skeleton units are basically just a normal CU with brackets on the side (and a sliding bit of metal to fill any gap). They have a normal top with cutouts, which may not match up with the metal cabinet - so you may have to grommet the cabinet (if not already done) and the consumer unit.
Having replaced one myself last year, if I had to do it again I think I'd just find one that fits the width - you'll likely have to remove the shelf in there regardless. (Drill the spot welds out rather than taking an angle grinder to it like I did)
You may have to watch the height too - that meter might end up being in the way.
