I have a job to install a electric car charger, it is to be situated just outside an indoor car park. In the IET code of practice i can use the PME earth if it is located inside the building but must use TT if outside. MY problem is the isolator has to be fitted inside the building but the charger is outsde right beside the metal frame work of the building so i am unsure what to do. Anyhelp would be much appreciated.

If your charging point is located outside and cars will be charged outside and because you have the building structural steel adjacent to the location then your only realistic option is to have a charging point with an isolating transformer and the charging point isolated from the PME earth. You would not otherwise be able to comply with the requirements of the code of practice.
