I am not sure about the contractor part.

Is it a requirement to hold a JIB card or is it just a plus if you have one?

tbf, it says on there you need the 17th and the 2391 to get qualified which you dont, jib says you need 2330 lvl 2-3 and nvq 3 or equivilent to get and "electrician" card, the others will get you an approved electrician card. canny info though overall
