I have read the various threads about and am still unclear on what factors mean that a commercial building DOESN'T need an EPC. As we know clarity is not a strong point on the powers that be at the moment so does anyone have their own spin on this that they want to share??
 
I totally agree with you, and am in the same position.
It can take 3-4 months from inquiry to install on a commercial, the new rules come into play in less than a month and we still have no clarity.

I hear of companies that have commercial systems due to be installed, it will be interesting to see what happens if it backfires on them.
 
You will need to prove (using some still unpublished criteria or procedure) that it is either impossible to get an EPC for the building or that the building does not use energy to condition its internal environment in order for it to be exempt from needing to meet the 'D' band requirement.

The proof might be a simple letter from one or more DEAs (or NDEAs) stating the facts, or it might be something else entirely. DECC are keeping quiet about it for the time being.
