Has anybody come across a single phase fuse board with an isolation switch on the front to isolate all circuits, which requires taking the front off to get to the fuses? Their fairly small and look just like an isolator , I didn't actually realise until I took the front off that it was the fuse board for the entire wiring system! Are these still seen as acceptable?

no problem with leaving it in, but your fan will need to be RCD protected. easiest way is a RCD FCU. and of course, the earthing and bonding will need to be checked and if not present, you'll have to do that as well.
 
I think the homeowner should be given the option to replace the consumer unit. That little unit is a bit old now (although I agree its fine for continued service) By the time the customer has paid for the new fan, additional RCD protection, may as well replace the lot really.
