first dead test the element. continuity and IR. if all OK, then power up with a clamp meter in use. see if it's drawing juice. if it is, sounds like the sensor or the stat has failed.
 
So the options are:

Fuse has failed
Mat has failed
Sensor has failed.

You can do the first one but without test kit the 2nd and 3rd you can't do anything to test.
