If no PD against earthed parts in reach then it looks something to do with the plug or socket. perhaps loose cpc or duff connection inside plug or socket terminal. head scratch one.

cleared up today, internal fault on washer. assuming that the sink and washer rose to around the same level within 50v of each other.

still not sure how the circuit wouldnt trip but everything was retested and came back good.

UFH is electric. otherwise you'd have to employ a plumber.
