sorry to bring up an old thread but iv come across the same question, 6 years on i cant find the relevant information on the provided link, COSHH is mainly based around hazardous materials with no mention of tools and such like, would it come under CDM?

Coshh is "substances" (control of substances hazardous to health) so it's for sure not that.

I'm assuming it falls under your own risk assessments.

Ie: can somebody gain access to a tool they're not qualified to use (maybe forklift and scissor lift keys kept in lockable cabinet etc

Are lighting rigs stored with tools used mostly at night.

Is the access walkway well lit where heavy items are stored.

You'd carry out your own risk assessments on your own sites etc or gain a copy from the H&S guru on sites that aren't your own.

Just guessing here though to be fair.
 
Not sure there are Regulations for the storage of tools.
After all, most tools are just lumps of metal, perhaps with bits of plastic or wood attached.
There are Regulations for the storage of fuel, tyres and flammable substances.
