changing meter tails minor certificate or not

this is my first post, ive been asked to change the just the live meter tail because the last owner had choc boxed it, its like for like 25mm all bonding ok i would just like to check this is minor

a MWC would cover your back. you are not altering any characteristics.

Yes minor, but as it's a replacement 'like for like' notification is not required.
