Aside from this cable being just a tad undersized, on a 63A device the connections are somewhat incorrect.

Ttttcch! always the neutral - well sometimes!
The cause of that is the paper left over the pins - a fail with PA testing! It’s the PA testing equivalent of a C1 - serious stuff!

Ultimately, a tumble drier... but that isn't what the plug was from.

As for your second question... Yes, I would mind, so can you use it? No. The primary reason is I would have no way of controlling how it is used and what kind of spin would be put on it in the context of your intended purpose. There are a multitude of reasons it could have happened and many of them do not implicate the electrician responsible for the work, there were other things going on that did suggest a spark who was a few neurons short of self-awareness had done some work on the install but whether that contributed to the outcome we'll never know.

Working on a site yesterday and was asked if I could do anything thing the WC light as it was no longer fixed to the ceiling. Here is how it was connected, cpc disconnected and terminal used for the loop in.

Well, they aren't being used to earth the fitting.
Who'd try shoving 4 flat cables in a cable grip, though...…..JB and flex, maybe, or wago, if no access above.
