Are you sure they weren't allen type (hex top) screws???
surely thats not great advice for someone with what seems like little experience. Plus would the tails not be comin from the meter to the henley not direct from the fuse.push come to shove disconnect the tails at the dno fuse and rip the block off the wall.
but like has already been said surely there has to be some form of screw for inspection and termination purposes.

but yeah youre right the tails sould come to the henley block via the meter, at this point they would need to be disconnected to replace - my bad.
