Just doing some minor works on a friends new (old) house. She had an EIC done for insurance purposes. The immersion stat was flagged up as a C1 as it was the old style with no thermal cut out. question is, would you really put that as a C1 on a 20 year old installation? Just wondering.

C1 is defined as "Danger present" with immediate remedial action required - so no, I don't think it is appropriate.

Is it used on a daily basis, if so a C2 for me, if not used a C3.

Is that the only defect?

My feeling entirely. A C3 I would have thought No Murdock is right C2

No, a few more C2's for loose face plates and missing wall lights, but they were decorating at the time.
