No earth from cable head to semi detached property

Hi all.
I have been rewiring a property and almost ready to hand over back to client. It's now been found that the ze is 18 ohms. Electricity supplier has been informed and they want to arrange running new cable from next door to give me earth. What can I do in the meantime. I think I shouldn't energise until they have done this. Most Likely 4-6 weeks. Any suggestions would be much appreciated.

if all circuits are protected by a 30mA RCD, bang a rod in as a temporary measure.

OK I will ask I take it you did not measure the Ze or PSSC or PFC before you started the job and if so why not. ?
