We are down to replace various DB's on old type commercial buildings, having looked at the install, they are in a bad state of repair, does the replacement DB, require RCBO's for all lighting circuits due to the cabling concealed in walls etc. Or can you fit like for like as it's pre 17th or is it up to the client discretion?
 
Your work as to be done to the 17th regardless of what edition the existing installation is in.

As this is a commercial installation I'm sure you can evoke regulation 622.6.7 for under the supervision of skilled or instructed persons for the cables.

As for other areas such as socket outlet not exceeding 20amps you would really need to assess each circuit,for example if they could be used for mobile equipment outside then you need to RCD them, but others can also come under 411.3.3 and the same skilled or instructed person.
