AutoCAD is your best bet - at least that way you can integrate with external drawings from architects etc. There is a version of ACad (and you don't need the full blown version, btw, the 'Lite' version normally suffices) which comes with a set of electrical symbol templates.

I use librecad for simple drawings, it's free and does mostly what I want from it. IT wouldn't be good for any serious cad user though. Unfortunately it doesn't come with any symbols, you might be able to imprt symbols found from the CAD sites tazz mentions though.
