Ok, if I have the 2391 do I have to join a body (NIC, ECA) to supply a certificate to domestic owner after I carry out works? Or can I fill in certificates from the regs and just hand them over? Do building control have to be notified by law??

If your carrying out any work that's notifiable under part p then you will have to let building control know.

Be a member or pay the council to check the work, either way you get bent over.

Join one or it's 150£ per cert you give out to get the council to test it

You need to issue your certificate in all cases. For notifiable jobs, the homeowner will get a second certificate from building control, after you have notified on their behalf through your scheme.
