Yep, it's commercial but you are not precluded from doing the work unless the client specifies membership of a particular trade body.
 
Part Pee applies to domestic dwellings only. So you'll be fine, as long as there isn't a rectory or living quarters attached to the church and if there is, that they don't share the same meter :)
 
You can certify the work but you can't provide any warranty or insurance cover that is normally provided by your approved body.

If you do a search, there are documents from Church of England and Methodists that detail electrical contractor requirements and both of these specify approved contractor status.

Be careful, you could have difficulty with payment if confusion arises at handover stage!

May come under "Other". Not sure that a church could be considered a commercial enterprise except amongst the cynical!
