I have my mcs in a few weeks i have done a.small installation on my garage does the inspector from nic need to see inverter working?
As i have a key meter and solar dosent work with key meter and i would have to get new meter

So how can you commission it if it isn't working?

Pardon my ignorance, but why shouldn't it work just because you have a key meter? - does it stop reverse flow?
