currently doing a loft conversion and customer wants a light above staircase but would be a pain to 2nd fix and change bulbs in future is there any regs about this as i think its dangerous she says its not as her blokes a builder so has ladders etc toget to it but i said what about the future
 
I wouldnt jeopordise your own safety putting the light up , could you not suggest another location for the light ,to light the same area , that is more accesible ?
 
Extend the length of the flex on the rose so it's easier to reach maybe? If you fit a decent make of energy saving bulb it should last years anyway so there shouldn't be any probs changing it.
 
what the customer wants the customer gets, remember the custmoer is always right haha
 
Sorry,there are no regs as far as I am aware, but of course there are the "working at height" regs. So I would say its fine to put the light over the stair well, but point out the need for her to supply suitable access for second fit (may mean the builder returning with suitable scaffolding, a wonky plank on a ladder is not safe!) and the same for bulb replacement.

This is only a smaller case of the example of light bulbs in a large public hall, and yes they will often need scaffolding to access the bulbs for maintenance... And it costs.
