So that the thread title contains useful information for the readers to see if they can respond.
A thread saying "Help" as the title is not much use.
If the thread title is "Help I have lost power to my house" then it is more informative and more people may respond.

As Richard said it's good to get some relevant info in the title instead of the attention seeking one word titles and it also gives better search results when people search the forum for info on a particular topic in future. I'd agree though that 25 characters can lead to unnecessary bumf being added so maybe 15 characters would be better.
