Apartment complex lights not working or pool pump system. Novice maintenance man with very little experience in electrical, and my job is on the line

Call a reputable local electrician
You should not be undertaking work you are not competent at.
Mistakes with electricity can be fatal, especially with pools and poolside equipment.
Your job should never be on the line if you need an expert to safely repair or install something.

I have to agree with @James, just seeing a contactor inside of a junction box pretty much tells us the knowledge of your maintenance. Please hire an actual electrician.
